fix migration flow: preserve go-legacy during install, fix fail() placement
...
- migration.sh: fix fail() defined inside if block (syntax bug),
reorder steps so backup runs before clone, preflight now runs
inside install.sh not from migration
- steps/00-backup.sh: remove docker compose down — go-legacy stays
running until 02-peers.sh verifies new WireGuard identity
